Is its empirical claim accurate? Turning from public attention to quantitative information, it is not clear that accessing data about de jure stateless populations really is as elusive as sometimes suggested. In his chapter in this volume, Bela Hovy illustrates various strategies, using population census information, for capturing levels, trends, and basic characteristics of stateless persons, including children. He suggests that available data are underutilized rather than nonexistent, demonstrating a failure of political will rather than of raw material.

These children therefore, like de jure or de facto stateless children, lack a state that they can rely on, a state that acts in their best interests. But why does this occur?
